1. Can't see the tweet, but is ANY usage of the "-tard" ending appropriate on this website unless an actual quote?

The headline is not presented as a quote. As it is all I (and some other people) see, it appear sui generis from the Original Poster themself (you). What's going on?

The word I use is a combination of retard and trump or Trumptard, if that is too harsh please describe the person that voted for the destroyer of democracy…also realize that the word ‘woke’ might describe another person

Using "-tard" is offensive to progressives. You know it offends progressives. Why do you want to offend progressives? Especially now that you are being called out for it by progressives.

It does not take much imagination to avoid offending progressives when referring to tRump voters. You picked one of the few ways and then doubled down. This is DU, not FR. "-tard" is much loved there, not here.
