12. Def not helpful to the budget, not needed. Plus I'm pretty sure it would need lots of mods for command center

Have to be able to command military from plane. Also needs a medical room. All those mods are distinctly in the white elephant category. A gift that causes costs.

And then all the command center stuff would have to be removed before turn over to his comic book library: more elephant expense at the end.
