Who pays it?

The bell can’t be unrung. Agencies can’t be undeleted like a computer file. There’s even a good chance they can’t contact the people fired even if they decided to follow any rulings.

I’m sorry I can’t answer any of these questions. I also acknowledge that there is probably no way things could have been settled faster by the courts.
