Most border cities have Chinese Nationals either living there or people who cross the border everyday to work. Russia pays the infrastructure and they reap some of the benefits. It's a win-win situation for both of them. Plus, China isn't interested in getting into a nuclear exchange with Russia. Furthermore, hostilities between the two would play into USA's and EU's interest. They are not going to cut their nose off to spite their face.
