I think there was an issue about having the 2 "vice-chair" positions and attempting to recognize all constituencies including women but with this caveat -

Because DNC rules require equal gender representation on its executive committee, not including the party chair, the results of elections in February meant the DNC had to elect at least one man to its final two vice chair slots. But instead of holding individual votes for each position, one to be filled by a man and one by a candidate of any gender, the party decided to hold one vote to decide who took the final two slots.

The original vote was done as a "single" vote that apparently disadvantaged the female candidates and procedurally, they should have had at least 2 votes.

The 2nd vice-chair vote is supposed to happen from today through to Tuesday this coming week (last sentence in the linked OP article) -

The female candidates for the DNC vice chair role will be eligible to run from Sunday to next Tuesday.
