# There will be an odd number of Senate seats (good, no ties possible unless vacancies)

# Each Senate district shall be divided into TWO equally-sized House districts, so House seats = 2 X Senate seats.

Well guess what. 2 X an odd number is an even number, drat!. (2 X an even number is also an even number).
