You can tell how he saw it by his Tweet. He doesn't need Chris Rock to file a complaint. He could have trespassed Will Smith and filed a complaint for Distubring the Peace.

I hope networks consider this when deciding on who gets to produce future shows. The safety of the performers is ultimately the responsibility of the producer. While he may not be able to stop the initial attack, he sure could have had Will Smith removed and should have been irrespective of Chris Rock's opinion in the matter.
