There is a federal law to the effect that you can make up to 50 gallons of wine or beer for non-commercial, personal use per year.

Nowhere can you distill spirits for drinking purposes legally, absent a license.

In 2013, the New Jersey Division of Alcoholic Beverage Control issued its first distillery license in 94 years (since instituting Prohibition), to Jersey Artisan Distilling, based in Fairfield, in Essex County.
