2. How difficult is it for a voter to look at all of the money being given to a candidate

as a hint just maybe, just maybe big money (think Musk) is buying the office for a reason. And, isn't it likely the candidate is in somebody's pocket. Why else would you chase the office of Mayor after having held the Governorship. Adams was your guy until he wasn't. Cuomo was your guy for Governor until he wasn't. Name and face recognition is not a reason to vote for a candidate. Watch what they do, not what they say.
