1. The caveat is "with the proper resources."

I don't know what other districts did, but mine spent CARES Act $ on immediate PPE and then on funding long-neglected IT. That money is gone, and we now have no more "proper resources. There's no adequate ventilation, no more PPE, unless teachers buy it ourselves, not testing, etc.

So while students do need to be in classrooms, we're all together in unventilated Petrie dishes with unmasked, unvaxed kiddos.
