2. Romero is an odd case too.

She *was* on our side the last time we had a bill like this in CA. Then...DFER and ed reform up the wazoo from her. Kickbacks? Consultant fees? She's been a player in state politics for awhile, so it isn't like she's unaware of the structural problems here.
