4. They told my mom that my niece was in jail.

Somehow they had details that tricked her. I found this odd since she and my dad told me years ago that stuff from the Dept of Treasury, Social Security and tax info. is never done over the phone and to never fall for it. Maybe after my dad died she was more vulnerable emotionally.
