We're still in cleanup mode from our recent server upgrade. Currently it looks like one of the servers (upload) is not working properly. We're discussing this with our service provider at the moment. In the meantime, the other servers are still working, so I recommend using www.

For the record, www is what you should be using most of the time. There have definitely been previous occasions when I've suggested using https://upload.democraticunderground.com as a workaround, when one of our other servers has been having a problem, but it's not what I would recommend using all the time. https://www.democraticunderground.com is the preferred URL.
