if hiring and promotion is being based "solely on merit, qualifications...." his entire cabinet needs to be fired because none is qualified to hold the position that they have. They are all incompetent and unqualified ass-kissers. Know nothings. RWNJ's. In other words, idiots. trump being the worst of the bunch himself.....bat shit crazy.
